An effective configuration is a single saved zone configuration that is currently
enabled on the fabric.
An effective configuration is compiled by checking for undefined zone names, zone
aliases, or other inconsistencies, expanding zone aliases, removing duplicate entries,
and then enabling the configuration.
If the compilation fails, the previous configuration remains in effect. If the compilation
succeeds, the previous configuration is disabled.

