Usage guidelines
Use the debugging cops command to enable debugging for COPS.
Use the undo debugging cops command to disable debugging for COPS.

Failed to create COPS packet, which can be SSC, DRQ, KA, CC, REQ,

Failed to process packet Failed to process COPS packet, which can be CAT, CC, SSQ, or DEC.
Failed to malloc connection struct Failed to allocated connection structure.
