Reduce HA failover sensitivity

DETAILS:
When false failovers occur with NIC monitoring enabled check the Network
Monitor Timeout value in /etc/ibrix/iadconf.xml. The original default timeout was
3 (3.375 seconds) and the new best practice is 10 (57.66 seconds.)Before
changing the timeout verify there was a false failover. Check that the logs only
report host.unreachable erros and there are no hardware or network errors.
If network monitoring (heartbeat) for HA appears too sensitive: Change the
network monitor timeout from 3 to 10 in /etc/ibrix/iadconf.xml on each segment
server and restart iad on each segment server for the change to take effect.
The command to restart iad only is: /usr/local/ibrix/init/ibrix_iad restart
