4107 0MESSAGE: Command not valid when the dictionary is not open (SDERR 4107)
CAUSE: The command entered is not allowed before the dictionary is opened.
ACTION: Issue a command that is valid before the dictionary is opened or open the
dictionary and then issue the command.
