Phase1 Restart is executed when initializing the system without disrupting the following two-way con-
nections that have already been established:
• Basic two-way connections (STN-STN, STN-TRK, TRK-TRK)
• Fixed connections
• Two-way connections established on a Fusion link

Number Sharing data load also affects the data load of Dual Station Calling Over-FCCS.
