(1) = A one second “long flash”
(2) = A start ”flash”
(3) = One “quick flash” (first digit of 16 is 1)
(4) = A start ”flash”
(5 - 10) = Six ”quick flashes” (second digit of 16 is 6)

(2) = A ”start-flash”
(3) = No short flashes (first digit of 02 is 0)
