Note 1: The subsystem becomes the loop master when it sends the LISM with AL_PA = EF and
the same LISM is returned. The AL_PA is decided by the LIFA, LIPA, LIHA, LISA, LIRP, and
LILP frames and the initialization is completed by the CLS.
