(s) Shelf manager sends RESET command to IPMC.
① IPMC converts the command into Cold reset signal to FPGA.
②FPGA sends Resets to LMP and all Devices including RTM.
③MMC in RTM receives the Reset and forward the Reset to selected devices in the RTM.
