Name of problem
IP Phones 46xx don't register to LSP when there are 29 or more gatekeepers(CLAN's) and LSP.

Problem description
Communication Manager sends a maximum of 30 gatekeepers in the Alternate Gatekeeper List. The gatekeeper list can consist of all
clan's or clan's and LSP's. If there is a LSP defined in the Network Region, CM will send 29 clan gatekeepers plus the LSP. IP Phone
firmware 2.4 through 2.7 only accepts 29 gatekeepers. Because of this, the LSP will get dropped off the list in the IP Phone resulting
in the phone not being able to register to the LSP during a network outage.
Resolution
This has been resolved with IP Phone firmware R2.718. Escalate a case to SSE Appliances to obtain patch.
