Statically addressed 4690 loses VLAN ID after rebooting.

Problem description
When a statically addressed 4690 is rebooted, the VLAN ID that was programmed becomes cleared to zero after reboot.
Resolution
This has been resolved in a firmware patch, but requires a two step upgrade process. The links to both the firmwares are as follows:
