Avaya phones do not follow the client server interaction as per DHCP RFC2131.

Problem description
In some scenarios when IP addresses are being used and DHCP server offers the addresses to 46xx and 96xx phones sending
DHCPOFFER, the phones decline the IP addresses in DHCP Offers sending DHCPDECLINE (as the IP addresses are being used).
This violates DHCP RFC2131, which states that DHCPDECLINE shall be sent after DHCPACK but not after DHCPOFFER, which is
what the 46xx and 96xx phones do.
Resolution
We will not be changing our phone’s current behavior since it is Operating System code (in this case DHCP). Many code changes
would be required and therefore it is too risky to build a firmware patch.
