ThefunctioniplMinFilter()setseachpixelintheoutputimageasthe
minimumvalueofalltheinputimagepixelvaluesintheneighborhoodof
size
nRows by nCols with the anchor cell at that pixel. This has the effect
ofdecreasingthecontrastintheimage.
