all: Copy back enabled for both SSD drives and HDD

Enables/disables copy back for
drive types.

state=on|off: Enables use of hotspare drives for
emergency feature.
eug=on|off: Enables use of unconfigured good drives
for emergency feature.
smarter=on|off: Enables use of emergency spares for
copy back during SMART errors.
Enables/disables the commissioning
of otherwise incompatible global
hot spare drives as Emergency Hot
Spare (EHSP) drives.
exposeencldevice on|off
Enables/disables device drivers
to expose enclosure devices; for
example, expanders, SEPs.
