BFD is not enabled by default.

User Guidelines
BFD processing notifies OSPF of L3 connectivity issues with the peer. The
interface must be a VLAN interface enabled for routing.
BFD must also be enabled in OSPF router configuration mode in order to
BFD processing to occur.

ipv6 ospf bfd
Use the ipv6 ospf bfd command to enable sending of BFD events to OSPF on
a VLAN routing interface. Use the no form of the command to disable
sending of BFD events.
