When a peer group is created, it is disabled (shut mode).

OPEN message, but will respond to one.
Syntax
neighbor peer-group-name peer-group passive
To delete a passive peer-group, use the no neighbor peer-group-name peer-group
passive
command.

After you configure a peer group as passive, you must assign it a subnet using the
neighbor subnet command.
