Parameters 
<cid> a numeric parameter which specifies a particular PDP context 
definition (see +CGDCONT Command) 
 1..3 Definition stored in non-volatile memory (refer to 
+CGDCONT) cid 3 is reserved and is always defined, it 
cannot be changed by user.

<precedence> a numeric parameter which specifies the precedence class 
0  QOS precedence class subscribed value

<delay> a numeric parameter which specifies the delay class
