<state> indicates the state of PDP context activation
0 deactivated
1 activated
Other values are reserved and will result in an ERROR
response to the Write Command.
<cid> a numeric parameter which specifies a particular PDP context
definition (see +CGDCONT Command)
1..3 PDP Context Identifier, cid 3 is reserved and is always
defined, it cannot be changed by user.

z This command is used to test PDPs with network simulators.
Successful activation of PDP on real network is not guaranteed.
