The possibility to initiate a conference is determined by
the extension's facility category. Initially, all categories
are allowed to initiate a conference.
Following command is accessable via the
telephone and RASC:

Conference?
Extension that shall not be allowed to initiate a
conference must be given a facility COS where this
feature is set to "NO".
To program facility COS list.
xx Enter the number of the facility COS
(00 - 15)
z Enter the relevant function
Y = Conference allowed (default)
N = Conference not allowed
