APDU data exchange function
Parameters
icdev: Value of Device Handle.
slen: the length of information to send
sbuff: command to send
rlen: length of returned information
rbuff: returned information
tt: delay time, unit: 10ms
FG: split length, it is recommended that this value be less than 64
Return Value
0 if successful; otherwise, Nonzero.

_Bcnt: Anti-conflict level, set 0 here
_Snr: Return 5 bytes of card information, the first byte is 0x88, the other four
bytes are the high byte of the card number .
