thickness: otherwise=all disabled

First observer time constant [set]. The least value between Taul and
Tau2 is the time constant of diameter estimation while the largest value
is the time constant of thickness estimation

Fist winder motor speed threshold; when WMotSpd is below this value
estimations are disabled. When WMotSpd is between WMotThrl and
WMotlbr2 time constants starts very high and decreses until Taul and
Tau2 when WMotSpd is reached WMotThrl.
It must be below WMotThr2.
Second winder motor speed threshold; when WMotSpd is above this
value estimations are enabled. When WMotSpd is between WMotThrl
and WMotThr2 time constants starts very high and decreses until Taul
and Tau2 when WMotSpd is reached WMotThrl.
It must be above WMotThrl .
Minimum allowed estimated diameter
