failed: <Reason> <defined status> <active status>.
Probable Cause Indicates that either the defined or active policy was too large after modifying the index/area ID.
The status values can be either defined, active, or both. A negative value means that a policy set
was failed by the daemon.

Action
Reduce the size of the specified policy database.

Action
For the first reject, wait a few minutes and then resubmit the transaction. Fabric-wide commands
might take a few minutes to propagate throughout the fabric. Make sure to wait a few minutes
between executing commands so that your commands do not overlap in the fabric.
