Enables a backup FCS switch to take over as primary FCS switch.

Description
Use this command to enable a backup FCS switch to take over as the primary FCS switch.
This command can be issued only on a backup FCS switch. After this command is issued, the primary FCS
switch aborts its current transaction and moves the backup FCS switch to the top of the FCS list. The former
primary FCS switch then activates the new policy set and the former backup FCS switch becomes the new
primary FCS switch in the fabric.
The purpose of this command is to recover from a scenario in which all available access to the primary
FCS switch is lost, such as the Ethernet and serial connections.
