The reason separate messages exist for ELAN interface failure and ATM
adapter failure is because the detection and logging of ELAN interface
status changes and ATM adapter status changes are separate events.
Either event causes hatmmon to enter the delay period; the delay period’s
timer starts when the first of these events occurs.
Note that, while hatmmon is waiting during the delay period, other
events—for example, changes in the status of the current ELAN
interface or adapter and of any secondary ELAN interfaces or
adapters—are detected and logged.
