Configure the MPLS LSR ID before enabling MPLS capability.
Enable MPLS globally before enabling it for an interface.
Examples
# Enable MPLS globally.
<Sysname> system-view
[Sysname] mpls lsr-id 1.1.1.1
[Sysname] mpls
[Sysname-mpls] quit
# Enable MPLS for interface GigabitEthernet 2/1/1.
<Sysname> system-view
[Sysname] interface gigabitethernet 2/1/1
[Sysname-GigabitEthernet2/1/1] mpls
