However, if the parameter field contains data that cannot be interpreted as one
of the above parameters, OSI/TS sends the remote peer a DR-TPDU and
completes your request by issuing file-system error 140.

shows the format to use if you want to accept the connection and
send data, but negotiate no parameters.

shows the format to use if you want to accept the connection
without specifying any parameters and without sending any data.
OSI/TS completes your request after building and transferring a CC-TPDU. If
the subdevice was opened in the nowait mode, you must complete the request
with an AWAITIO call. Completion signifies that the transport connection is
ready for data-transfer requests.
Connection-Establishment Completion
Table 7-6 shows completion codes for connection-establishment requests using
WRITE and WRITEREAD or CONTROL procedures.
