The Backout process is delaying, waiting to obtain a timer list element (TLE).

this event is ZTMF-VAL-PROC-FILERECOVERY, ZTMF-VAL-PROC-

is set to False for this event.
Effect
The Backout process pauses, waiting for a TLE to become available.
