The ATFORMAT cannot be changed to format 1 because the size of audit trail
file exceeds the format 1 limit of 2047 megabytes.

481 ZTMF-ERR-InvTmpWaitTimer
The ZValue field within the ZTmpWaitTimer token of an ALTER TMF command
contained an invalid value. Expecting an integer in the range 1 to 1000000.
