TR3271 EVENT MANAGEMENT

An error occurred on the indicated TR3271 line and the I/O retry
did not succeed. This event is critical, and the event message
is reported to the EMS collector ($0).
Another path or CPU is tried. If a path or CPU is not available,
the line goes down.
This event message is equivalent to console message 04.
