Cause The configuration file data cannot be created or cleared while START RDF processing
is performed after INITIALIZE RDF.
Effect START RDF processing is aborted.

and Messages Manual. If possible, correct the error and reenter the command that encountered

Couldn't create or clear the PRIMARYSYSTEM CONTEXT (error#)

cpu:cpu
are the primary and backup CPUs, respectively.
Cause Both the configured primary and backup CPUs were unavailable when a START
RDF command was issued.
Effect The command fails.
Recovery Wait until both CPUs become available, and reenter the START RDF command.
If necessary, see your system manager.
