There is not enough room in the requester table for the PATHMON process to communicate with
the link manager. (A maximum of 800 of the sum of the attributes ZMAXEXTERNALTCPS,
ZMAXLINKMONS, ZMAXPATHCOMS, ZMAXTCPS, and ZMAXSPI or a maximum of 800 TCPs
can execute concurrently.)
