Each subsequent SERVERCLASS_SEND_, SERVERCLASS_DIALOG_BEGIN_, or
SERVERCLASS_DIALOG_SEND_ call in this processor causes the LINKMON process to reattempt
initialization; after the condition is corrected, the LINKMON process can complete initialization.
