This alarm is generated when the transient correctable cache errors on a
processor exceed a set threshold within a time period. A transient CCE is
considered to have occurred, if the secondary cache is checked for CCE every
predefined minutes for predefined hours, and the CCE count is below the
excessive CCE threshold.
