Q1: Why are the MSR2000/3000/4000 routers delivered with only low-encryption enabled?
The U.S. government controls encryption products, especially those with network data encryption for government end
use in some countries. The U.S. export laws require manufacturers and exporters to control the distribution of products
with “high-encryption enabled” (otherwise known as “restricted encryption”) by identifying the end users of such
products. By enabling only the low-encryption option, HP is able to ship these products without requiring HP to know the
end-user identity.
Q2: What is the dierence between “restricted” and “unrestricted” encryption?
Restricted-encryption products are those that have data encryption (i.e. IPSec) above 56 bits and encrypted performance
greater than 90mb/s and/or more than 250 tunnels. Products with only authentication and management encryption are
unrestricted; for example, HP network switches without VPN.
Q3: What is the cost of the high-encryption license?
The encryption upgrade license is free.
Q4: How can I request a free high-encryption license key for my MSR2000/3000/4000?
If you wish to use the high-encryption image for your MSR Routers, you can (refer to the chart below) use the My
Networking portal to request a free high-encryption license key.
