message before it can switch to
the active state to start data and
voice service communications.
• The ISDN protocol needs to reply
to the peer with a CONNECT
ACK message after receiving a
CONNECT message and switch
to the active state.

the HLC information element
in setup messages sent when
placing voice calls.

By default, setup messages carry the
HLC information element when ISDN

• For an incoming call, the device
checks a received setup message
for the sending complete
information element to determine
whether or not the number is
received completely. If a setup
message does not contain the
sending complete information
element, the number is not
received completely.
• For an outgoing call, a setup
message containing the sending
complete information element
indicates the number is sent
completely.
