The START OPERATION request is required by ADCCP/X21 for it to enter the
quiescent state.
The request buffer format for X.21 is:
Function := 6
Modifier := 0
Request ID := A unique value from 1 to 32767,
determined by the application
Text Out := 0
Text In := 1 if you want error detail returned,
0 otherwise.
Text None
Response for X.21 The START OPERATION response is the expected answer to the START OPERATION
request. It indicates that ADCCP/X21 has initialized the X.21 driver. If the line is
leased, the link is in the quiescent ready state. If the line is switched, the LIM is
signaling “DTE not ready.”

Response := 6
Status := 0 if the request succeeded, otherwise a
code for the error that occurred
Request ID := The same as in the request
Text Out := 0
Text In := 1 if Error Detail is supplied, 0 if not
