If an error occurs while your application is fetching the X.21 configuration block, the
ADCCP/X21 protocol module returns the following response buffer:
Response := 81
Status := Error code
Request ID := The same as in the request
Text Out := 0
Text In := 1 if error detail is supplied,
0 if not.
