Effect. Depending on the returned error, the entity might not have been ranked.

Cause. The Spooler SGP encountered an error when trying to load objectives for a
tape domain.
Effect. The new objectives are not loaded and the old ones are used. A load will be
tried again on the next sample.
Recovery. Verify that the EDL and objectives database are correctly installed and
configured.
