is the file-system error number.
Cause. The Collector could not create a new partition control file. The cause,
indicated by error, is most likely a security violation on the partition control file or a
down target disk volume.
Effect. The new partition control file is not created. The Collector creates the
database using default settings.
Recovery. Depends on error.
