DNSCOM performs the following checks on a configuration file:
1. The file name must be in the format of a disk file; partial names are expanded
using the current CMDSYS and CMDVOL settings.
2. If the file does not exist (FILEINFO returns FENOTFOUND [11]), a warning
message is issued and no further tests are made. The file still becomes the current
configuration file.
3. The user must have READ access to the file.
4. The file code for the file must be 849 (DNS configuration file).
5. The file must be key-sequenced.
6. The file must have key length of 6 and key offset of 0.
7. The maximum record length for the file is 256.
8. The file must have a DNS-MANAGER record; the record has a key of [0,7,0,1,0,1].
