The name manager generates this event message on receipt of a MONITORNET
system message, where the message indicates that no CPUs are accessible in a system,
and the name manager has requesters running on the system.

What Happens
Requesters on the indicated system may receive file error 248 or 249 if they have
current WRITEREADs outstanding to the name manager. Requesters that issue
WRITEREADs after communication has been restored will receive file error 60
indicating that they should close and reopen the name manager.
