What Happens
The name manager attempts to create a new exporter process in first the primary and
then the backup DNS-EXPORTER CPUs.
Recommended Action
No action need be taken unless both the primary and backup CPUs are likely to be
unavailable for an extended period of time. If this is the case, stop DNS and change
the primary and/or backup exporter CPUs to available processors, using ALTER
DNS-EXPORTER, CPUS (new primary, new backup).
