STOP Command (ZEMS-CMD-STOP)

Response Token Usage Considerations
Basic SPI signifies that the presence of this token in the command is dictated by 
the basic SPI command language standards that govern multiple objects and 
responses.
Unconditional signifies that the token always appears in the response.
Error only signifies that this token is present only when an error or warning is 
reported in the response record.

STOP Command (ZEMS-CMD-STOP)
The ZEMS-CMD-STOP command is used to perform an orderly shutdown of the 
alternate collector.
When the STOP command is accepted, the alternate collector denies further OPEN 
commands by returning FEOPENSTOP (61). The alternate collector process stops 
when all OPEN commands of the process are closed or when two minutes pass 
without the collector receiving an event request, whichever occurs first.
