Users whose password exceeds 8 characters in length or contains embedded
spaces must request the system administrator to change their password to a length
less than or equal to 8 characters and to remove embedded spaces before
fallback.
Users whose password does not exceed 8 characters in length and does not
contain embedded spaces will be able to successfully logon after fallback.
