GPA calculates the difference in the consumption of the primary and backup processes
and verifies that the switch will be successful. GPA verifies that sufficient cycles and
memory are available on the backup processor to allow the switch without causing
problems. (Note1: Consideration is given nodes having mixed processor types using
the „Global‟ info on CPU type/subtype. Note 2: Param OVER-BUSY-BY influences
process candidate selection.)
