Cause. The user attempted to specify a DATAFORWARDTIME value beyond the
range of the current DATAFORWARDUNIT.
Effect. SCF ignores the command.
Recovery. Reissue the command with a DATAFORWARDTIME value that is between
1 and 200000 MICROSECONDS.
