(CIP) receives the OPSYS command and searches the utility definition databases
for information with which the process will start the external utility session.
The CIP searches the customized utility definition database first. If the customized
utility definition database does not contain a record for the utility, the process
searches the distributed utility definition database. See “Defining External
Utilities,” later in this section, for a detailed discussion of the utility definition
databases.
