ELEMENT can be the record of the control options, profile, or function key settings
TIMER is the record of a time-based rule
function-performed
can have one of the following values:
ADDED indicates that a new record was created
MODIFIED indicates that an existing record was selected and modified
Effect. The record is saved in the RMS database, but is not available to currently
executing message handlers (in the case of ELEMENT) or loaded as a timer (in the case
of TIMER).
Recovery. This message is informational only; no recovery action is necessary. If you
also want to make the record available to executing message handlers immediately or
activate the corresponding timer, enter I (Immediate) in the Activation field before you
save the record.

MODIFIED
Cause. You performed one of the following:
You modified a message action rule in the RMS database through the Rule
Maintenance option, and saved the record with the Activation field set to the
default D (Deferred).
You typed an AC (ACt) or IN (INact) action code next to a message action rule on
your Message Action Rules Maintenance selection list panel and pressed ENTER.
The rule is not in a ruleset that is associated with a message handler. The value in
the Status column on the panel and for the Status field in the definition for this
rule becomes either ACTIVE or INACTIVE.
You modified a message group rule in the RMS database through the Rule
Maintenance option, and saved the record.
You modified a message in a message set in the RMS database through the Event
Simulation option, and saved the record.

RULE can be a message action rule or a message group rule
RECORD is a message in a message set
Effect. The record is saved in the RMS database. If a message action rule is saved, the
modified rule is not available to currently executing message handlers.
Recovery. This message is informational only; no recovery action is necessary.
