The configuration database manager process ($ZCDB) has exceeded the restart
threshold.
Unconditional Tokens
Cause. The Configuration Utility process ($ZCNF) attempted to restart $ZCDB three
times in the last 10 minutes.
Effect. $ZCDB is critical for system functioning; therefore, if it has already passed its
restart threshold, $ZCNF will not attempt to restart it again and $ZCNF will halt.
