Cause. The Persistence Manager ($ZPM) was unable to send assign messages to the
process named in the event message.
Effect. The process might not function properly.
Recovery. Use the error value indicated in the event message to determine the
recovery action. If the problem persists, see Recovery Action Requiring Vendor
