Effect. Trailer labels for an output file on a labeled tape are written when the file is
closed. Because no error was returned from the file-system CLOSE procedure, the
application that called CLOSE continues processing. This event message is the only
indication of the error.
Recovery. If the trailer labels are relevant, the application must retry the operation.
628: ZTAP-EVT-BADDEFINEERR
The tape process detected a bad value in the LABELS attribute of the DEFINE while
processing an open request.
